About this opportunity

The United States Patent and Trademark Office (USPTO) has published a Special Notice for an Information Technology (IT) Benchmarking Study. The agency is reviewing its annual IT budget of approximately $700 million to determine if the resources dedicated to IT requirements are reasonable to support its mission. The USPTO intends to award this study to Avasant, LLC, a small disadvantaged business, under the Patent and Trademark Office Efficiency Act.

The purpose of the IT Benchmarking Study is to provide metrics on IT budgets, spending, and staffing compared to other public sector organizations or industries of similar size. The contractor will be required to break down IT spending into 12 distinct categories, identify comparable organizations, and provide a detailed custom benchmark report comparing the USPTO to the selected entities. The report will include percentile and median data, identify areas for further research, and provide recommendations. The period of performance is 10 weeks, with 4 weeks for draft review and final report delivery. Other small disadvantaged businesses may express interest in competing by submitting a capability statement, but the USPTO has determined that Avasant, LLC is the only vendor likely to successfully meet the agency's requirements.
