About this opportunity
The Department of the Navy's Naval Sea Systems Command (NAVSEA) intends to issue a sole source solicitation for information technology engineering and support services focused on maintaining and extending the Technical Support Management (TSM) Suite. This procurement specifically targets technical support for the Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP) Management, with primary objectives of maintaining shipbuilding data collection and reporting systems and ensuring cybersecurity compliance. The contract will support the TSM application and Electronic Trial Cards application, which are critical to NAVSEA's operational infrastructure. The pre-solicitation notice indicates a bridge contract approach, meaning the procurement is designed to provide uninterrupted technical support. The opportunity is currently posted with a due date of January 10, 2025, and was initially published on December 26, 2024.
The pre-solicitation notice does not indicate any specific set-aside designations for small businesses or disadvantaged vendors. The contract falls under NAICS category 541330 for Engineering Services and PSC category DA01-P for IT and Telecom Business Application Support Services. While specific award values are not disclosed, the sole source nature suggests this is a continuation of existing technical support services. The engineering services will be labor-based and focused on maintaining technological infrastructure for shipbuilding data management. The procurement is specifically targeted at defense sector information technology support, with a clear emphasis on maintaining critical technological systems and ensuring ongoing cybersecurity protocols for NAVSEA's operational needs.
