About this opportunity
The Centers for Medicare & Medicaid Services (CMS) has issued a Limited Sources Justification Notice for a one-year logical follow-on contract with Flexion Inc. for Information Systems Foundational Components Support (ISFCS). The contract, covering the period from 03/20/2025 to 03/19/2026, will provide critical support for three primary systems: Quality Payment Program (QPP), End Stage Renal Disease Quality Reporting System (EQRS), and CMS Quality Improvement Organization Platform (CQP). CMS plans to award this sole-source contract to the incumbent contractor to ensure service continuity and avoid potential disruptions, citing Flexion's unique expertise and the estimated 6-month transition time savings. The contract will be a combination of firm-fixed price and time and materials, with Flexion developing foundational components, common code libraries, DevSecOps infrastructure, and maintaining existing AWS cloud environments. The agency intends to compete the work under the Agile Collaboration and Modernization Endeavors (ACME) Blanket Purchase Agreement as a small business set-aside after this one-year logical follow-on period.
Notice text
The Centers for Medicare & Medicaid Services (CMS) seeks an effective agile contractor to develop foundational components, common infrastructure templates, tools, DevSecOps best practices and services for quality systems built and supported by the Information Systems Group (ISG) of the Center for Clinical Standards and Quality (CCSQ). The goal of this team is to make ISG’s software development and DevSecOps more effective and efficient by building reusable code, providing tools and automation, monitoring site health, alerting, trouble-shooting incidents, debugging performance through distributed tracing, and searching through application and system logs. Resulting in cost savings and efficiencies where possible in our systems.
Awarded contract GS35F523BA to unknown vendor for unknown amount on 2025-03-20.
