About this opportunity
The Influence Campaign Awareness and Sensemaking (INCAS) program seeks to develop techniques and tools to enable analysts to detect, characterize, and track geopolitical influence campaigns through automated influence detection, population segmentation analysis, and influence campaign modeling capabilities. The Defense Advanced Research Projects Agency will provide multiple awards for technical areas involving influence indicator detection and population response characterization, with single awards for influence campaign modeling, data provisioning and testbed development, and program evaluation. Proposals are due by January 8, 2021 for work expected to run from mid-2021 through mid-2024, involving biannual evaluations.
There is no set-aside designation for this opportunity. The NAICS code is 541715 and PSC code is R425. The program involves five technical areas and anticipates funding multiple contractors for the first two technical areas, with awards ranging from $500,000 to $2,000,000 per year over a four year period. Proposed work will develop capabilities enabling continual analysis of online media content and narratives to identify adversary influence campaigns within vast information environments.
Notice text
The Influence Campaign Awareness and Sensemaking (INCAS) program will develop techniques and tools that enable analysts to detect, characterize, and track geopolitical influence campaigns with quantified confidence. The US is engaged with its adversaries in an asymmetric, continual, adaptive war of weaponized influence narratives. Adversaries exploit misinformation and true information delivered via influence messaging: blogs, tweets, and other online multimedia content. Analysts require effective tools for continual sensemaking of the vast, noisy, adaptive information environment to identify adversary influence campaigns.
