About this opportunity

The Defense Logistics Agency Land and Maritime is soliciting sources for Pneumatic Inflator Gages (NSN 4910-01-253-1344) through a pre-solicitation notice posted on December 18, 2025. This market survey is intended to identify alternative manufacturers or suppliers capable of producing this component, with responses due by December 26, 2025. The government is seeking detailed information from potential contractors regarding their manufacturing capabilities, commercial availability, delivery timelines, pricing, and willingness to submit firm fixed-price contract offers. Currently, the procurement is limited to approved sources due to the classified AMSC designation "3D," which indicates that adequate specifications cannot be drafted for competitive solicitation and that reverse engineering is not economically feasible. Interested companies may qualify as approved sources by submitting a Source Approval Request (SAR) package through the DLA Land and Maritime program, which must demonstrate that their product meets or exceeds the quality standards of the original equipment manufacturer.

This procurement carries no set-aside designation and currently recognizes Milton Industries, Inc. (CAGE code 94894, Part Number 1089) as an approved source, with Stratus Systems identified as the sole current provider. The contract requires procurement of 342 units with a potential 100 percent option bringing the total to 684 units, classified under NAICS code 334419 (Other Electronic Component Manufacturing). The market survey specifically requests information on commercial availability, manufacturing location, inventory status, and delivery capabilities from prospective suppliers. No specific award value or budget range is disclosed in this pre-solicitation notice; however, the government's emphasis on identifying alternative sources suggests an intent to establish competitive options for future contract awards. Contract Specialist Travis Grafton (travis.grafton@dla.mil) is the primary point of contact for submitting source information and SAR applications.

The AMC/AMSC for the NSN listed above is “3 D”

AMC "3"  Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "

AMSC "D"   The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation.  Stratus Systems is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time.  Based on all available information provided to the Contracting Officer, no other source can provide this item.

----------------------------------------------------------------------------------------------------------

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above.   All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program.  A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM).  The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. https://www.dla.mil/Land-and-Maritime/Business/Selling/Alternate-Offers
