About this opportunity

The Defense Information Systems Agency (DISA), on behalf of the Defense Health Agency (DHA), has issued a Request for Information (RFI) regarding Infant Protection and Abduction Systems (IPAS) for deployment across Military Treatment Facilities. This market research initiative seeks to gather vendor input on developing an enterprise standard for evaluating and integrating IPAS solutions while ensuring compliance with Department of Defense IT cybersecurity, interoperability, and sustainment requirements. Respondents must address eight technical areas, including design standards and security approach with NIST references, Risk Management Framework authorization status, zero-trust authentication and authorization capabilities, data handling procedures for PII and ePHI with FIPS 140-3 compliance, patching and vulnerability management processes, remote maintenance access controls, Operational Technology security aligned with the Purdue Model, and supply chain risk management compliance with DFARS requirements including Buy American provisions. White paper submissions are limited to 16 pages, single-spaced, 12-point font with one-inch margins and a maximum file size of 5 MB, and must be submitted to Jennifer Everly and Son M. Pham by 5:00 PM Eastern Time on March 31, 2026. Written technical questions must be submitted by 5:00 PM ET on September 15, 2025, to designated government representatives.

This RFI does not constitute a commitment to issue a solicitation or award a contract and carries no set-aside designation. The government will not reimburse respondents for submission costs, and all submissions become government property. No specific award value or budget range has been disclosed in this market research phase. Following the submission deadline, DISA may conduct one-on-one industry discussions with respondents to clarify capabilities and assess risk areas prior to formal solicitation development. This RFI is intended solely for planning and information-gathering purposes to establish baseline requirements for a potential future procurement.
