About this opportunity
The Department of the Navy Naval Supply Systems Command is conducting a pre-solicitation for inertial navigation equipment under NSN 7H-6605-015136655. The government intends to use sole source procurement authority under FAR 6.302-1, as it does not own the technical data or data rights necessary to purchase or repair this specialized navigational equipment from additional sources. The agency has determined it would be uneconomical to acquire the data rights or reverse engineer the part. While this is intended as a sole source procurement, all responsible sources may express interest and submit capability statements, proposals, or quotations within 45 days of the notice publication date of December 10, 2024, with the overall due date being September 5, 2025. The government will consider whether to conduct competitive procurement based solely on responses received during this period.
This procurement opportunity does not utilize any set-aside designations and will be awarded without small business preferences. The contract calls for a quantity of 41 each of the inertial navigation units, with delivery terms specified as FOB Origin. No specific incumbent contractor or potential award values are mentioned in the notice. The government has indicated that based on market research, this procurement will not follow the commercial item acquisition procedures outlined in FAR Part 12, suggesting these are specialized military-specific navigation instruments rather than commercially available equipment. Interested commercial item providers have only 15 days from the notice date to identify their capability to satisfy the requirement with commercial alternatives.
