About this opportunity

The U.S. Army Corps of Engineers, Rock Island District, has issued a Special Notice announcing a virtual Industry Day meeting scheduled for December 4, 2025, at 10:00 a.m. CST regarding the Brandon Road Lock and Dam (BRLD) megaproject. This Special Notice seeks to engage engineers, manufacturers, and fabricators with relevant experience in the design and fabrication of fiber reinforced polymer (FRP) composite structures and auxiliary components. The project encompasses the fabrication and delivery of complex FRP valves, bulkheads, gates, and various lock components for the Brandon Road Interbasin Project located in Joliet, Illinois. The notice was posted on November 24, 2025, with a due date of December 2, 2025, likely referring to registration or intent-to-participate deadline. This is an informational and stakeholder engagement opportunity rather than a formal request for proposal, designed to provide manufacturers and construction firms with project insights and to gather industry feedback for planning purposes.

The primary objective of this Industry Day is to solicit input from industry professionals regarding the fabrication and delivery of FRP composite structures, which will inform the development of final specifications and requirements. Interested contractors are encouraged to register or indicate participation by December 2, 2025, to attend the virtual meeting and engage with the USACE team. The notice specifically targets firms with anticipated NAICS codes 326199 (Other plastic product manufacturing), 325999 (All other miscellaneous chemical product and preparation manufacturing), and 237990 (Other heavy and civil engineering construction), though firms with relevant design and fabrication experience in bulkheads and similar structures are broadly encouraged to participate. Key project deliverables include two 14-foot-by-14-foot filling and emptying valves, two 14-foot-by-14-foot bulkheads, two 8-foot-by-8-foot flushing valves, two 16-foot-by-16-foot dam head gates, and substantial quantities of FRP plate, concrete reinforcement, ladders, and handrails. Draft plans and specifications will be provided through an amendment to the announcement, allowing contractors to review technical requirements and assess their capability to support this significant infrastructure initiative.

Notice text

Description of Project:  The US Army Corps of Engineers, Rock Island District, is hosting a VIRTUAL Industry Day on Thursday, December 4, 2025, at 10:00 a.m. CST, regarding the fabrication and delivery of fiber reinforced polymer (FRP) valves, bulkheads, and many auxiliary components for the Brandon Road Lock and Dam (BRLD) megaproject (https://www.mvr.usace.army.mil/brip/).  The project will include the design, fabrication, and supply of the following fiber reinforced polymer (FRP) composite structures:

  • Two filling and emptying valves nominally 14 feet long by 14 feet tall.  These two valves are located at the upstream filling and emptying system, one on the land wall and one on the river wall.
  • Two filling and emptying bulkheads nominally 14 feet long by 14 feet tall.  These two bulkheads are located downstream of the upstream filling and emptying system.
  • Two flushing valves nominally 8 feet long by 8 feet tall and 12 inches thick. These two flushing valves are located just upstream of the FRP composite filling and emptying valves.
  • Two dam head gates nominally 16 feet long by 16 feet tall and 12 inches thick. These two head gates are located on the dam before the spillway section.
  • Auxiliary components include large quantities of FRP plate, concrete reinforcement/rebar, ladders, handrail, and other shapes that could be pultruded.

The Government seeks feedback from engineers, manufacturers, and fabricators with experience overseeing similar projects, which will be used for planning purposes. Draft plans and specifications are forthcoming and will be provided through an amendment to this announcement.

This Industry Day will be an excellent opportunity for contractors with the anticipated NAICS codes 326199, 325999, and 237990.  This effort is to help shape upcoming requirements and to virtually meet the USACE team. Manufacturing, Construction and Engineering firms with experience in the design and fabrication of bulkheads are highly encouraged to attend. There will also be discussion where the Government will be seeking feedback regarding design, fabrication, delivery, USACE or contractor installation, and site preparation for this work.
