About this opportunity
The Department of the Air Force Air Education and Training Command, specifically the 56th Contracting Squadron at Luke Air Force Base, is conducting market research to identify solutions for vehicle barrier maintenance and modernization. The agency seeks to explore replacement options for aging vehicle barrier infrastructure that is approximately 20 years old and experiencing degradation. Key objectives include understanding industry capabilities for maintaining or upgrading vehicle barrier systems, exploring technological innovations in physical security, and identifying potential contract structures that could improve sustainment, reliability, and cost-efficiency. The primary evaluation criteria will focus on vendors' experience with DoD or federal high-security entry systems, capabilities in electromechanical maintenance, and potential innovative solutions for system upgrades. Interested vendors must submit their intent to participate by 5 June 2025, with an Industry Day scheduled for 12 June 2025 from 0930 - 1130 at the Falcon Dunes Golf Course in Waddell, Arizona.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The current vehicle barrier system consists of 24 total barriers (RSS-2000, Wedge Type manufactured by RSSI) located across multiple base entry points and access roads. While no specific award value is mentioned, the Performance Work Statement requires maintaining a 96% operational barrier system rate with quarterly maintenance, inspection, and repair services. The contract will demand 24/7 contractor hotline support, annual training sessions, and strict adherence to manufacturer specifications for maintenance and repair. Potential contractors must demonstrate qualified lead and barrier technicians with specific experience levels and the ability to meet rapid response times for emergency and routine service calls. The contract appears structured to provide comprehensive maintenance and potential modernization of the existing vehicle barrier infrastructure at Luke Air Force Base.
