About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base has issued a Special Notice inviting cartridge, flare, and chaff manufacturers to participate in a virtual Industry Day focused on Measurement System Evaluation (MSE). Posted on August 26, 2025, with a response deadline of September 12, 2025, this event represents a government effort to engage with manufacturers in the explosives manufacturing sector regarding inspection and measurement processes. The Industry Day will be conducted virtually via Microsoft Teams on September 15-16, 2025, offering participating vendors one-hour time slots to discuss MSE requirements specific to their manufacturing operations. This Special Notice is not a competitive contracting opportunity but rather an informational and collaborative engagement platform between the government and industry stakeholders.
The primary objective of this Industry Day is to provide manufacturers an opportunity to discuss Measurement System Evaluation processes with Air Force representatives and to clarify technical requirements for acceptance inspection equipment used in cartridge, flare, and chaff production. Interested vendors must respond to Ryan Walker at ryan.walker.3@us.af.mil by 2 PM MST on September 12, 2025, submitting their company name, CAGE code, attendee names, primary point of contact email, preferred meeting times, and a list of questions. The Special Notice is targeted exclusively at cartridge, flare, and chaff manufacturers, with no formal eligibility restrictions beyond this industry focus. Supporting documentation includes an MSE Primer and Overview detailing technical specifications for inspection equipment accuracy, calibration standards, and reliability thresholds, as well as previously published Q&A responses addressing measurement requirements, guard band establishment, in-process inspection procedures, and MSE submission guidance to facilitate productive discussions during the Industry Day event.
