About this opportunity
GSA Federal Acquisition Service is conducting a virtual industry day on May 14, 2026 at 11:00 a.m. Eastern Time to brief interested contractors on an upcoming MPTA (Manpower Personnel Testing Analysis) recompete RFQ planned for release in September 2026. The competition carries no set-aside restrictions and will be conducted under GSA Regional 9 Federal Supply Schedule (GSA R9 FAS AAS) as an IDIQ contract.
MPTA support services enable the Defense Testing and Assessment Center and related Defense Human Resources Activity offices to conduct comprehensive analysis on how policy or environmental changes affect defense workforce performance and composition. Contractor scope encompasses thirteen primary task areas, including psychometric analyses, test item and form development, test security evaluation, Armed Services Vocational Aptitude Battery (ASVAB) development and maintenance across web and cloud platforms, language aptitude and proficiency testing, non-cognitive assessments, IT support for research systems, geographic and demographic analysis, and recruiting initiative evaluation. Performance occurs primarily at the contractor's facility with some IT work and test development potentially performed at the Government site in Seaside, California.
Contractor personnel require Tier 3 background investigation, U.S. citizenship, DoD credentials or Common Access Card, and completion of mandatory security training (OPSEC awareness, CUI, Privacy Act, IT security, counterintelligence, records management, antiterrorism) within 30 days of assignment and annually thereafter. The contractor must designate a Program Manager and 16 key personnel with specified qualifications, subject to Government quality assurance surveillance.
Firms interested in attending the industry day must email Contracting Officer Hal Robinson at thomas.robinson@gsa.gov or (415) 214-2252 with company name, point of contact, and up to three attendee names by May 14, 2026. GSA will present its MPTA vision and current requirements followed by a 30-minute question and answer session.
