About this opportunity

The U.S. Army Corps of Engineers, Northwestern Division - Omaha District is hosting a virtual Industry Day on June 18, 2025, from 10:00 AM to 11:00 AM MDT to discuss the upcoming Ground Based Strategic Deterrent (GBSD) Utility Corridor project at Francis E. Warren Air Force Base. This military construction project involves the Sentinel Ground Based Strategic Deterrent Intercontinental Ballistic Missile System, requiring new utility and communication routes across Wyoming, Colorado, and Nebraska. The project will primarily occur along the existing Hardened Intersite Cable System (HICS) and is anticipated to be a competitive fixed-price design-build contract. With a programmed amount of $1.248 billion, the project will construct utility corridors connecting missile field launch facilities, launch centers, and the Wing Command Center. The total utility corridor infrastructure is expected to span between 1,500 and 2,500 miles.

The Industry Day aims to provide industry stakeholders with project information and gather feedback on construction capabilities, delivery methods, and best practices for similar projects. Contractors must register in advance through the provided Eventbrite link, and attendance is highly recommended for all prospective vendors, including prime contractors and significant subcontractors. The project falls under NAICS code 237130 (Power and Communication Line and Related Structures Construction) with a small business size standard of $45 million annual revenue. Incremental funding is planned from Fiscal Year 2025 through 2029, with approximately 20% of total project costs allocated per fiscal year. The government is seeking industry input on construction methods that minimize disturbance on non-government lands, efficient real estate acquisition strategies, and ways to streamline project completion timelines. A Sources Sought notice is also being conducted concurrently, with the anticipated contract advertisement in FY 2026 and award in FY 2027, targeting a construction completion date of 2031.

INDUSTRY DAY- GROUND BASED STRATEGIC DETERRENT (GBSD) UTILITY CORRIDOR (UC), FRANCIS E. WARREN (FEW) AIR FORCE BASE (AFB)

LOCATION: Virtual. Microsoft Teams Information Provided below.

DATE: 18 June 2026

TIME: 10:00 AM to 11:00 AM (MDT)

DESCRIPTION:

The U.S. Army Corps of Engineers, Northwestern Division – Omaha District (NWO) is hosting a Virtual Industry Day on 18 June 2025 to provide additional information and gain feedback from industry on an upcoming requirement for the Sentinel Ground Based Strategic Deterrent Intercontinental Ballistic Missile System at F.E. Warren (FEW) Air Force Base (AFB), new utility and communication routes and connections to meet Weapon System criteria. As such, the Government anticipates a project requirement for military construction (MILCON) of a Sentinel Utility Corridor at FEW AFB missile fields located within Wyoming (WY), Colorado (CO), and Nebraska (NE). The majority of the project work will occur along the existing Hardened Intersite Cable System (HICS). As such, planning and design activities are currently ongoing to maintain execution and delivery timelines.

The event will allow prime contractors, subcontractors, and suppliers to learn about this upcoming construction project. The event aims to seek industry input regarding best practices and examples of past success on similar projects. The one-hour event will include presenting the project history, a summary of major work features, constraints and challenges, and project delivery methods. A live question and answer session with USACE personnel will immediately follow the presentation.

The Government anticipates this procurement to be solicited as a competitive fixed-price type contract. In addition, the anticipated construction delivery method would be design-build (DB).

NAICS Code:  237130 Power and Communication Line and Related Structures Construction, with a small business size standard of $45,000,000 annual revenue.

You must register for both events in advance, separately—more details to follow.

SUMMARY OF PROJECT SCOPE:

The Sentinel Ground Based Strategic Deterrent Intercontinental Ballistic Missile System at F.E. Warren (FEW) Air Force Base (AFB) requires new utility and communication routes and connections to meet Weapon System criteria. The project is planned to have incremental funding from Fiscal Year (FY) 2025 through 2029; incremental funding is anticipated to be approximately 20% of the total project cost per FY. The project involves constructing utility corridors connecting the Sentinel Missile Field Launch Facilities, Launch Centers, and Wing Command Center at FEW AFB. The total length of the utility corridor infrastructure is anticipated to be between 1,500 and 2,500 miles. The project requirements will include the installation of conduits by various means, communication lines, construction of pull vaults and manholes, and boring under roadways, rivers, railways, etc., and the purchase and installation of the communications media. Facilities will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria (UFC) 1-200-01, General Building requirements. This project will comply with Department of Defense antiterrorism/ force protection requirements per UFC 4-010-01.

Note, that permanent real estate and temporary construction work easements are being procured via separate contract action. Thus, USACE is seeking feedback on the construction industry’s ability to support design and acquisition of the project as well as input on construction methods to streamline project completion and assure efficient real estate acquisition.

Special construction and functional requirements:

Due to evolving project requirements, mission-critical need of the project, incremental funding, and separate real estate procurement effort, the Government is seeking ways to phase or increment the project, identify construction methods to minimize disturbance on non-Government owned lands, plan construction methodologies to assure predictable permanent land acquisitions, definable and efficient temporary real estate easements to support construction, and streamline timelines for project completion.

Project Period of Performance: As described within the attached questionnaire, a construction completion date of 2031 is currently being considered. However, this may change based on the responses received.

ATTENDING THE INDUSTRY DAY IS HIGHLY RECOMMENDED FOR ALL PROSPECTIVE VENDORS. The industry day is open to the vendor community of prime contractors and significant subcontractors.
