This Special Notice, posted on January 8, 2026, is not a request for proposal and will not result in an immediate contract award or compensation for response preparation. The event is designed to inform industry participants about a follow-on requirement for scientific, engineering, and technical services related to the design, development, fabrication, integration, testing, fleet implementation, and maintenance of SSG-based simulation systems. This is an excellent opportunity for contractors to gain detailed knowledge about the government's requirements and submit clarifying questions. The Industry Day will be held virtually on Wednesday, January 21, 2026, at 12:00 PM EST, and is free to attend.
Contractors must register by 5:00 PM EST on Tuesday, January 20, 2026, by emailing Ms. Haylea Witz at haylea.r.witz.civ@us.navy.mil. The government has released draft documentation including a Statement of Work, key and non-key personnel qualifications, and a Cyber Workforce Certification Matrix to maximize industry engagement and allow for informed questioning. The anticipated contract involves approximately 758,400 man-hours of direct labor over a potential five-year period, supporting Navy fleet training systems across multiple locations including Norfolk, San Diego, Groton, Pearl Harbor, and international sites. All proposed personnel must be U.S. citizens with a minimum SECRET clearance and advanced qualifications in engineering, systems integration, acoustics, cybersecurity, and Navy-specific technical expertise. The government will use responses from both small and large businesses demonstrating interest and capability to inform future acquisition strategy decisions.
