About this opportunity
The Naval Air Systems Command (NAVAIRSYSCOM) Program Executive Office Unmanned Aviation and Strike Weapons, in support of Program Manager Strike Planning and Execution Systems (PMA-281), has issued a Special Notice announcing an Industry Day for the Standardized Tester of Reprogrammable Munitions (STORM) Software and Hardware Development, Integration/Test Support, Production and Sustainment contract. The notice serves as a market research tool under FAR Subpart 5.205 to identify potential industry partners and is not a solicitation or request for proposal. NAVAIR intends to broaden industry partnerships for current STORM program requirements. The STORM program originally operated as a Middle Tier Acquisition (MTA) section 804 program that delivered a Minimum Viable Product in Q4 FY24, but has since transitioned to a Major Capability Acquisition ACAT-III program. The notice explicitly states that it does not constitute a government commitment and that no funds are available for response preparation.
The Special Notice announces an in-person Industry Day scheduled for September 16, 2025, from 0800 to 1100 EST at the University System of Maryland Southern Maryland Center Hall in California, MD. Registration for the event has been extended until September 10, 2025, at 5:00 PM EST, with attendance limited to three individuals per company. The government has identified that the STORM program currently utilizes contractor support from AVIAN LLC, American Systems Corporation, and Eagle Systems Inc., requiring interested parties to notify the government of any organizational conflicts of interest. Companies must complete registration forms that capture business details including CAGE codes, business size classifications, and contact information. The Industry Day will feature a General Session hosted by PMA-281 presenting plans for current and future procurements related to STORM software and hardware development, integration testing, production, and sustainment activities.
