About this opportunity

The U.S. Army Corps of Engineers Nashville District has issued a Special Notice for an Industry Engagement Day regarding the historic restoration of Mill Springs Mill in Monticello, Kentucky. The notice contains some conflicting information regarding timing, with one version stating the event will occur on October 20, 2025 from 10:00 AM to 12:00 PM ET, and another indicating 11:00 AM to 1:00 PM ET. The project involves restoration work on a historic mill structure that is listed on the National Register of Historic Places. The Army Corps of Engineers is seeking contractors to perform restoration work that must comply with the Historic Preservation Act and adhere to the Secretary of the Interior's Standards for Rehabilitation. This opportunity is set aside for small businesses and represents a specialized federal contracting opportunity in historic preservation.

The primary purpose of this Industry Day is to engage potential contractors for a historic mill restoration project while ensuring compliance with federal historic preservation requirements. Contractors interested in attending must email Contract Specialist Diana Namara by either October 15, 2025 at 12:00 PM CT or October 16, 2025 at 3:30 PM CT, depending on which version of the notice applies. The solicitation will be limited exclusively to three Multiple Award Task Order Contract (MATOC) holders: Geiger Brothers Inc., Howard W. Pence Inc., and Brad Cole Construction Company under the construction Design-Build MATOC. However, subcontractors interested in working with these MATOC holders are invited to attend the Industry Day. Any modifications to methods and materials beyond those specified in the Historic Building Maintenance Manual for Mill Springs Mill must undergo Section 106 consultation with the State Historic Preservation Office, emphasizing the project's strict adherence to historic preservation standards.
