About this opportunity

The U.S. Army Corps of Engineers, Sacramento District, is conducting an Industry Day on July 27, 2026, to solicit contractor input on future projects and acquisition strategies at Military Ocean Terminal Concord (MOTCO), California.

MOTCO is a 4,312-acre power projection installation (including 2,045 acres of offshore islands) supporting Pacific Command through ammunition missions and combat readiness operations. The installation comprises a Mission District and Administrative District connected by Port Chicago Highway; the property transferred from Navy to Army in October 2008.

USACE seeks technical solutions and direct feedback on seven capital projects spanning waterside infrastructure, utility systems, wharf construction and demolition, telecommunications, and dredging. Specific projects include design and installation of a modular, solar-powered waterside security barrier with a 15-year operational design life; installation-wide wastewater system repairs and lift station replacement covering approximately 12,000 linear feet of leaking piping; complete demolition of Wharf 4 (timber-pile supported structure with UXO removal); new Wharf 3.5 construction with twin 20-ton cranes designed for 50-year service life and accommodating 14-foot base flood elevation; Design-Build construction of an ACP1 Telecom Hut via lowest price technically acceptable procurement; and Dredging Phase II to achieve design depths in the approach channel and Barge Pier with material screening and disposal at Montezuma Wetlands Restoration site.

The Industry Day is intended to foster dialogue on technical solutions, innovative design and construction approaches, solicitation structure, evaluation criteria, partnering practices, and contract administration. Contractors are invited to register by July 27, 2026.

Notice text

The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), invites industry partners to participate in an Industry Day focused on future projects at MOTCO. The Industry day will provide information on upcoming projects, seek technical information/solutions and seek input on current emerging acquisition strategies and project delivery methods. This event is intended to foster open dialogue between industry and USACE regarding technical solutions and innovative approaches to design and construction procurement.

BACKGROUND

The installation is composed of an approximately 4,197-acre (ac) Mission District and an approximately 115-ac Administrative District, which are connected by a stretch of Port Chicago Highway. The Mission District also includes 2,045-ac in offshore islands which are not part of the study area. The MOTCO installation lands were formerly Navy lands within Naval Weapons Station Seal Beach Detachment-Concord (NWSSBD-Concord). On October 1, 2008, the Mission and Administrative Districts properties were transferred from the Navy to the Army.  MOTCO is a power projection installation due to our strategic seaport supporting the Pacific Command (PACOM).  MOTCO provides strategic support through Ammo missions and delivers large combat readiness support to ensure lethality.

While the Government intends on providing project information on future acquisitions, the Government is also looking for technical solutions and direct feedback from industry to help shape future acquisition strategies and solicitation approaches.
