About this opportunity
The U.S. Army Corps of Engineers (USACE) Tulsa District issued this Special Notice to announce an industry day and market research initiative for the Keystone Dam Safety Modification project, a major infrastructure undertaking located approximately 15 miles west of Tulsa, Oklahoma. The project addresses critical safety risks by modifying the existing spillway stilling basin, raising the dam's effective height by approximately 11 feet through an earthen/parapet wall combination, constructing temporary cofferdams, and installing new splitter walls. The estimated project cost exceeds $500 million, with construction activities restricted to August through February to minimize spillway release probability. USACE is evaluating an Integrated Design and Construction (IDaC) contracting strategy with Early Contractor Involvement (ECI) to maximize industry collaboration and reduce construction risks. This Special Notice represents the government's preliminary planning phase for what will be a significant federal construction contract in the heavy civil engineering sector.
The primary objective of this Special Notice is to solicit technical input and feedback from prime construction contractors and subcontractors regarding construction methodologies, equipment requirements, site logistics, and optimal project delivery approaches for the stilling basin modifications. Interested firms were required to attend a virtual industry day on November 13, 2025, from 10:00 to 12:00 CST via Microsoft Teams, with an optional site visit available on November 18, 2025, from 9:00 to 12:00 CST at Keystone Dam. All inquiries and questions related to the industry day were to be submitted through ProjNet's Bidder's Inquiry system (using key BSJ283-V4TX9Z) within 48 hours following the virtual presentation, with a limit of one question per entry. Contractors were invited to complete a detailed technical questionnaire addressing splitter wall construction, cofferdam installation, dewatering methods, and construction sequencing constraints specific to the project. No specific eligibility restrictions were identified; all construction firms with relevant experience in dam modifications, marine construction, or heavy civil engineering were encouraged to participate in the market research process, with one-on-one meetings scheduled to begin December 15, 2025, and continue through January 2026.
