About this opportunity

The US Army Corps of Engineers Caribbean District issued this Special Notice to announce an upcoming Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for architect and engineering services focused on topographic and hydrographic surveying and mapping. This Industry Day announcement was posted on January 21, 2026, with responses due by February 4, 2026. The notice solicits expressions of interest from qualified firms to help the government determine the appropriate acquisition strategy for the proposed contract. An industry day event was held on February 5, 2026, to provide detailed information about the contract requirements and allow one-on-one sessions between interested firms and government representatives. Approximately 50 firms and organizations participated in the event, representing a diverse range of engineering, surveying, mapping, and environmental services companies.

The contract will support planning, engineering design, construction, operations, and maintenance of civil works projects throughout Puerto Rico and the Antilles region, with services including topographic surveying, property and boundary surveys, geodetic control surveys, construction surveys, and inland hydrographic surveying. The anticipated contract value reaches a maximum of $5,000,000 over its five-year term, consisting of an initial one-year period with four optional one-year extensions, structured as a Multiple Award Task Order Contract (MATOC) with an estimated target of five awards and an overall not-to-exceed amount of $30 million across all awardees. Interested contractors must register by submitting firm information to Contracting Specialist Jose O. Vazquez-Torres and Contracting Officer Katrina Chapman, including firm name, key personnel details, business classification, UEI information, and indication of prime or subcontractor status. There are no specific set-asides, and small businesses of all categories are eligible to participate. The formal solicitation is anticipated to be advertised on June 29, 2026, with awards expected in February 2028, and all work must comply with USACE accuracy standards and deliverable requirements including CAD files, GIS data with metadata, and signed and sealed reports.
