About this opportunity

The North Carolina Army National Guard seeks industrial hygiene surveys at six maintenance facilities across central North Carolina, with proposals due June 12 and questions due June 11. This is a Total Small Business set-aside under NAICS 541620, Environmental Consulting Services.

Place of performance includes FMS #15 Goldsboro, FMS #8 High Point, USPFO Warehouse Raleigh, CSMS Raleigh, AASF #1 Morrisville, and FMS #13 Butner, North Carolina. Field work must be performed by individuals with at least three years of Army National Guard maintenance facility survey experience or a relevant degree in chemistry, physics, biological science, or related engineering. A Board for Global EHS Credentialing Certified Industrial Hygienist must approve all field work and reports. Contractor personnel must complete AT Level 1 Awareness training, iWATCH training, and OPSEC training within specified timeframes and maintain security compliance per installation access requirements.

Surveys span seven months from July 1 through December 30, 2026. Tier 1 facilities (MATES, TASMG, CSMS, WAATS, AASF) require three full calendar days per survey; Tier 2 facilities (FMS, field-level maintenance shops) require two full days. Scope includes air sampling strategy development, noise dosimetry on 50 percent of personnel per work area (or all employees if facility has 20 or fewer), air breathing zone sampling for painting, grinding, and welding operations, ventilation system evaluation, PPE adequacy assessment, and illumination investigation. Draft reports are due within four weeks of each facility survey; final reports are due two weeks after receiving comments and no later than 90 days from survey date. Sample analysis is performed by government-designated laboratories at government expense, with contractor responsible for shipping costs.

The Government will award a firm-fixed-price contract to the responsible offeror representing best value using streamlined comparative trade-off evaluation. Evaluation factors include price, technical proposal quality, and past performance within the past three years weighted more heavily than beyond three years. If more than three quotes are received, the Government will identify a grouping of the most competitively priced quotes, with remaining quotes not evaluated further unless deemed necessary. Vendors must be registered and active in SAM.gov at proposal submission and award. Prevailing wage rates apply across Wayne, Guilford, Wake, and Granville counties per Service Contract Act determinations effective through December 31, 2026.
