About this opportunity

Defense Logistics Agency Troop Support Construction and Equipment is seeking to procure two Industrial Fluid Coolers through a Request for Proposal (RFP) under solicitation number SPE8E9-23-R-0006 for NSN 4420-01-067-0698. The procurement involves specialized fluid cooling systems specifically designed for Ohio-class submarines, with highly technical specifications that require proprietary components. The RFP will be posted on the DLA Internet Bid Board Systems (DIBBS) after May 7th, 2025, with a 14-day solicitation period during which all proposals must include firm-fixed pricing. The solicitation was originally posted on April 22, 2025, with a response deadline of August 6, 2025. Evaluation will focus on technical compliance with submarine-specific requirements, though DLA Troop Support will include procurement notes to evaluate alternate product offers to encourage competition.

This procurement does not utilize any set-aside designations and represents a one-time large buy with an estimated total value of $870,000, based on a unit price of $435,000 per cooler. Fluid Handling LLC has been identified as the sole source manufacturer due to the specialized nature of the equipment, though market research conducted through a Sources Sought Notice in November 2024 received one response from BHPE LLC, a distributor working with Fluid Handling. The contract will require delivery F.O.B. Origin to a CONUS depot with inspection and acceptance at destination, and the place of performance is specified as Tracy, California. The acquisition involves precisely two units of the industrial fluid cooler with part number 5-131-21-084-001, classified under NAICS code 332410 for Power Boiler and Heat Exchanger Manufacturing.
