The Procedures at FAR part 12 Acquisition of Commercial Items will be utilized. The number of cylinders is dynamic. The current number is between 1480 and 1625 contractor owned cylinders on center at approximately 100 different locations. There are 47 Government owned bulk tanks and 1 contractor owned bulk tank. Split awards may be made. The Government will solicit pricing for job orders to be issued during year three, subsequent annual pricing will be solicited prior to the awarded BOA anniversary date, on an annual basis, which may result in additional BOA awards for each subsequent year. The award decision(s) will be based on best value to the Government, evaluation criteria past performance and price with past performance being more important than price.
