About this opportunity

The United States Trade and Development Agency seeks scoping services for digital infrastructure projects across the Indo-Pacific region, with proposals due July 22, 2026. This is a total small business set-aside under NAICS 541690, with the Government anticipating two awards.

Place of performance is Arlington, Virginia. Award is limited to U.S. firms or U.S. individuals. Contractor and U.S. subcontractor employees must be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence. Subcontractor use is limited to less than fifty percent of the proposed price.

Under the multiple-award structure, each awardee will perform up to four preliminary reviews, fifteen project reports, three scoping mission reports, and two activity amendment reviews, for a combined total across both awards of eight preliminary reviews, thirty project reports, six scoping mission reports, and four activity amendment reviews. Scoping missions to the Indo-Pacific region are estimated at five business days each with no deviation permitted, though two missions may be combined post-award. There is no guaranteed minimum quantity of deliverables for each awardee; USTDA will determine work distribution after award.

For cost-reimbursable travel (CLIN 0006), offerors should estimate costs based on average prices for South, Southeast Asia, and the Pacific Islands markets. All proposed staff must comply with USTDA's Nationality, Source, and Origin Requirements, with local personnel permitted as local experts subject to a 30% host country labor maximum.

Evaluation addresses technical approach (methodology, staffing, work plan) and technical expertise (qualifications and experience relevant to digital infrastructure projects). Offerors may not assess projects they are directly involved in or bid for projects they assess under this contract.
