About this opportunity

The United States Trade and Development Agency (USTDA) is seeking consulting services for an Indo-Pacific Digital Infrastructure Opportunities Definitional Mission to support decision-making related to funding project development activities in digital infrastructure across the Indo-Pacific Region. The procurement requires a contractor to conduct preliminary assessments, prepare project reports, perform scoping missions, and assess U.S. export potential in digital infrastructure sectors including connectivity, digital transformation, smart cities, emergency communications, and artificial intelligence. Award is restricted to U.S. firms or individuals, with all contractor and subcontractor employees required to be U.S. citizens or lawful permanent residents, and subcontractor usage limited to less than 50% of the proposed price. Proposals will be evaluated based on technical approach, technical expertise, past performance, and price to determine the best value to the government. The solicitation closing date has been extended to September 5, 2025, at 1:00 PM Arlington, Virginia time, with past performance questionnaires due on the same date.

This procurement operates under NAICS Code 541690 for Other Scientific and Technical Consulting Services and is unrestricted with no set-aside designation. USTDA has emphasized this is a new requirement with no incumbent contractor, and the total contract value is $16.5 million with a 36-month period of performance from August 2025 to August 2028. The contractor will be required to deliver up to 6 preliminary assessments, 12 project reports, 4 scoping mission reports, and 4 amendment reviews, with anticipated travel to two distinct markets in Southeast Asia and two in the Pacific Islands. Performance will primarily be based in Rosslyn, Virginia, with the contractor expected to consult with U.S. companies, meet with project sponsors, and identify potential project opportunities throughout the Indo-Pacific region.
