Special Notice Announcement for Compatibility Check with U.S. Army Enablers for Individual Carbine (IC) Competition Weapon Candidates
UPDATE: The Government will make an additional item available for use during the Compatibility Check the Grenade Rifle Entry Munition Training Round (GREM-TP), which is an inert round. This item has been added to the list of items mentioned below in this announcement.
The U.S. Army Contracting Command - Picatinny (ACC-PICA), Picatinny Arsenal, NJ 07806-5000, on behalf of the Program Manager for Soldier Weapons (PM SW), Picatinny Arsenal, NJ 07860-5000, is announcing a Compatibility Check with the U.S. Army enablers for all potential Individual Carbine (IC) Competition weapon candidates. The purpose of this Compatibility Check is to allow all vendors an opportunity to better prepare their proposals for the IC competition.
Manufacturers of potential IC weapon candidates are invited to conduct a compatibility check using their own carbines with the U.S. Army enablers. Compatibility checks will occur over the next couple of months, with an exact schedule to be provided to each vendor at a TBD date upon the conclusion of the registration period. Contractors will be assigned a schedule on a first-come, first-served basis, for access to the Army enablers. The Compatibility Check will be held at H.P. White Laboratory, Inc., located at 3114 Scarboro Road, Street, MD 21154. The Government will make the following enablers available for use at the H.P. White Laboratory facility: M9 Bayonet; M26 Modular Accessory Shotgun Systems; M203A2 Grenade Launcher; M320A1 Grenade Launcher; M23 Blank Firing Adaptor; M68 Reflex Sight w/Mount; M150 Rifle Combat Optic; PEQ-15 (Laser/Light); PEQ-15A (Infrared Aiming Laser); AN/PAS-13; Thermal Weapon Sight; AN-PSQ-23 (STORM) (Multi-functional laser system); and the Grenade Rifle Entry Munition Training Round (GREM-TP). Each vendor will be allotted an initial time period of eight (8) hours and a follow-up time period of four (4) hours (if needed).
This is a non-firing Compatibility Check. Therefore, function firing of the various enablers will not be permitted nor will batteries be provided for operation of the devices. In addition, vendors participating in the Compatibility Check will not be furnished any ammunition, nor will they be allowed to bring their own ammunition to fire their weapons with any of the accessories, to include the Government-provided M320 Grenade Launcher, M203A2 Grenade Launcher or the M26 Modular Accessory Shotgun System. During the Compatibility Check, vendors will have time to check their attachment and detachment methods and to take any necessary measurements needed with the Army enablers.
INSTRUCTIONS: Interested vendors must register to participate by contacting Holly Gregg via email, at holly.gregg2@us.army.mil. The registration shall end ten (10) business days effective from the first day of this original posting and will be scheduled on a first come, first-served basis. After the Registration Period (23 May to 3 June, 2011) has ended, each vendor will be assigned a time slot to conduct their Compatibility check. Vendors are allowed to bring multiple weapons and three (3) representatives total will be enforced due to limited arms room space. The costs associated with the usage of H.P. Contractors should be aware that several sections were amended and should take the time to carefully read through it. All Draft requirements and forms illustrated in the January 31st package have been superseded by the newly posted DRAFT RFP. All requirements and items illustrated under this newly posted Draft RFP are for planning purposes only. This is not a Final RFP. Contractors are directed not to submit proposals at this time.

Pre-solicitation Conference Agenda (Industry Day)
Purpose of this announcement is to provide updated guidance to the attendees of the Individual Carbine Pre-solicitation conference. Guidance is provided for already registered companies. Registration for the event is closed no late submissions will be permitted.
- Registered companies are to report to the Washington Conference Room in the Double Tree Hotel, Crystal City on March 30th.
- Check-in and Seating is to begin at 7:00AM.
- All individuals are to have photo IDs for check-in.
- All individuals must be seated by 7:55AM.
- No recording devices are permitted to be used during the event.
- Event is scheduled to run from 8:00AM to 5:00PM. There will be a one hour break for lunch.
- Only written questions submitted during the event will be addressed.
- No walk-ins will be permitted to attend.
The event will consist of several presentations from the Government. An introduction will be provided by Army Senior Leadership. Updates to the draft RFP will be discussed by the Procurement Office. Immediately following there will be a segment where the Government will go over questions submitted from Industry and provide responses. This will be a one way dialog. Attendees will have an opportunity to submit additional questions, written only, following this segment. The Government will review and provide responses to as many as possible. Questions and responses, including those question not addressed during the conference, will be posted on FedBizOpps following the event with the following exception. Questions and responses that are considered export controlled due to the content of question will be made available to only those companies who are in compliance all export control procedures and request the document. Questions /Government Response:
- All questions should be submitted to Peter Snedeker, peter.snedeker@us.army.mil on or before 10 March 2011.
- Submitted questions will be presented at Industry Day. However, every question may not receive an immediate response.
- No Questions related to a companys specific weapon design/information will be entertained during Industry Day.
- No one-on-one sessions will be afforded during the event.
- Contractors are directed not to bring any proposal items or material to the event.
Procedure for Admittance:
Admittance to Industry day will be limited to all interested companies which possess small arms manufacturing capabilities and/or weapon designs - North American Industry Classification System Code 332994: Small Arms Manufacturing. No more than three (3) members per company will be admitted.
- Companies must register each individual member with Peter Snedeker, peter.snedeker@us.army.mil and identify citizenship for each no later than March 25th, 2011.
- If a company is going to be represented by a third party representative not employed with the company, notification shall be supplied to the Government by the prime company. The prime party and third party shall be treated as one (1) entity and must share the three (3) seats amongst the members.
- Any individual that has not been pre-approved Shall NOT Be Admitted.
- All companies must submit an approved DD2345, completed AMSTA 1350, and signed NDA.
The purpose of this Industry day is for pre-proposal planning. The objective is to provide potential bidders the opportunity to ask questions regarding the draft RFP and its contents. Absolutely, no hardware will be permitted at Industry Day.
Export Control:
- Foreign companies and contractors representing foreign companies that want to attend Industry day will only be permitted if the proper export licenses are in effect prior to the event. Contractors shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for Contractors to register with the Department of State in accordance with the ITAR.

This is a DRAFT Request for Proposal (RFP) W15QKN-11-R-F003 for theIndividual Carbine (IC). This notice also serves as the official announcementof the Industry Day (Pre-proposal Conference) for the IC program. Thisannouncement is issued for planning purposes only and constitutes a requestfor exchange of information pursuant to FAR 15.201. The purpose of exchanginginformation is to both improve the understanding of Government requirements byindustry, and improve Government knowledge of industry capabilities. Offerorsare directed to NOT submit proposals at this time.
The Government has determined a need to find the best IC weapon that providesthe best value to the Government. The Individual Carbine will enable theengagement of enemy combatants with a highly reliable weapon system throughoutthe range of military operations and environments. The IC will also possessthe ability to utilize current and future weapon accessories and opticsthrough the use of an integrated rail system. The IC will replace selectedcurrent capability weapon system(s) and leverage commercial technologyadvancements. The IC requirements support future system enhancements foraccuracy, lethality, reliability, signature suppression, ammunitionimprovements, maintenance and other weapon/accessory technologies.
This IC DRAFT RFP, for the Individual Carbine IC, is issued under a Full andOpen Competition environment, subject to FAR part 15. The Government intendsto award up to three Indefinite Delivery, Indefinite Quantity (IDIQ) typecontracts, with a final down select to be made to a single contractor fortheir design. All resulting delivery orders will be firm fixed price. TheGovernment will select for award(s) the proposal(s) which represent the BestValue to the Government.
Potential Offerors are invited to participate in a question and answer forumwith IC personnel, focusing on the IC DRAFT RFP. This Q&A forum will providean opportunity for potential Offerors to ask questions prior to the release ofa final solicitation. Offerors shall submit questions electronically no laterthan March 10, 2011, to Peter Snedeker, contact information is provided end ofthis announcement. It is anticipated that questions submitted will be postedon FedBizOpps along with corresponding answers. In addition, an Industry Daywill be hosted for further clarification.
Industry day is scheduled for March 30, 2011. Only interested parties withinthe Small Arms Industry will be granted admittance. This date and informationis subject to change: please monitor FedBizOpps frequently for any schedulechanges.
