About this opportunity
The U.S. Army Corps of Engineers (USACE) Seattle District is seeking a contractor to replace the Indian Health Services (IHS) Makah Sewer Outfall located in Neah Bay, Washington. The project involves replacing 2,800 linear feet of a 14-inch high-density polyethylene (HDPE) pipe that extends into the Strait of Juan de Fuca, which was originally installed in 1995 and has become structurally compromised. Contractors will need to design and install a new anchor structure capable of withstanding local tidal forces, with the entire replacement occurring between the flange station at 8+60 and the diffuser station at 35+80. Interested firms must submit a 3-4 page capabilities package by February 21, 2025 at 1:00 PM Pacific Time, demonstrating their ability to perform at least 15% of the work in-house. The evaluation will focus on business classifications, regional coverage, bonding capabilities, and technical competence in marine infrastructure repair.
The pre-solicitation notice indicates the project is not set aside for any specific small business category, though it encourages participation from 8(a), WOSB, SDVOSB, and HUBZone firms. The contract is classified under NAICS code 236220 (Commercial and Institutional Building Construction) with a $45 million size standard, and the estimated project value ranges between $1-5 million. The period of performance is anticipated to be 120 days, with 100% payment and performance bonds required. The project stems from a critical infrastructure failure identified during a July 2022 inspection, where a section of the existing sewer outfall pipe broke free and disappeared, necessitating a complete replacement to maintain essential wastewater infrastructure for the Makah community. USACE previously conducted a bathymetry survey in September 2024 to assess the extent of the pipe damage and plan the replacement strategy.
Notice text
The existing Sewer Outfall pipe (the portion of the pipe in the sea) was constructed in 1995. The 14’’ diameter high density polyethylene pipe (HDPE) extends about 3,500 ft from the shore into the Strait of Juan de Fuca, along the bottom of the bay, and ends at a depth of about 45 ft of water. Previous pipe anchor repairs were performed on the outfall pipe in 2016 where they repaired the anchors using revetment blankets to keep the pipe secured to the sea floor.
On 21 May 2021, an inspection of the sewer outfall identified that a short section (estimated to be 260 ft) of the foreshore sewer outfall had broken free from the anchorage and was floating. A subsequent site inspection performed by IHS on 22 July 2024 determined that the floating pipeline was no longer present and had completely broken free. USACE performed a survey to collect bathymetry data on 19 September 2024 to identify gaps in the pipe. It has been determined that the pipeline will be replaced. Period of Performance (POP) is expected to be 120 days.
The project will replace 2,800 LF of HDPE, from flange stationed at 8+60 to diffuser stationed at 35+80, with an anchor structure designed to withstand the tidal forces of the area.
