About this opportunity
The Indian Health Service (IHS), a civilian agency within the Department of Health and Human Services, has issued a Notice of Intent to award a sole source Purchase Order for Electronic Laboratory Reporting (ELR) services. The IHS intends to award the contract to the Association of Public Health Laboratories (APHL) located in Bethesda, Maryland. This special notice authorizes a sole source award under FAR 13.106-1(b)(1)(i) due to an Exclusive Licensing Agreement. The contract is classified under NAICS code 813920 (Professional Organizations) with a $23.5M size standard and PSC code R499. The sole source justification is based on APHL's unique AIMS platform, which provides the only identified service capable of efficiently meeting the IHS's reporting requirements.
The primary objective of this contract is to establish a centralized Electronic Laboratory Reporting system that will route COVID-19 and Sexually Transmitted Infection laboratory test reports from IHS's 30+ jurisdictions to state and federal health agencies through a secure sFTP endpoint accepting HL7 formatted messages. The contract structure includes a base period of twelve months beginning January 1, 2026, with four optional twelve-month renewal periods, to be awarded as a Firm Fixed-Price Purchase Order. Interested parties have until October 31, 2025, at 10:00 a.m. EST to submit capabilities demonstrating competitive advantages; the contract may be awarded to APHL if no compelling alternative responses are received. The AIMS platform's existing connections to all 50 state public health departments, the CDC, and local public health organizations make it the preferred solution for automating the reporting process and eliminating manual entry methods prone to clerical errors. Inquiries should be directed to Contracting Officer Julie Corbin at julie.corbin@ihs.gov.
