About this opportunity

The Library of Congress has published a Special Notice of Intent to award a sole source, firm-fixed-price purchase order to Index Data LLC for ongoing software maintenance and support services. This notice, posted on April 24, 2026, is issued pursuant to Federal Acquisition Regulation provisions and serves to inform the market of the government's intention to award a contract without competitive solicitation. The Library requires continued support for its customized software installation, which includes the eCO Receipts Public Interface, Masterkey Metasearch Federated Search application, and a Z39.50 gateway that provide search and access functionality for Copyright Office bibliographic data. The sole source justification is based on Index Data LLC's exclusive ownership of the proprietary metasearch logic and custom development work that created these systems, making the company the only source capable of providing adequate support. The government plans to award the contract within 10 days of this notice.

The contract period of performance extends from June 12, 2026, through June 11, 2031, consisting of a base year and four optional one-year periods, with work encompassing bug fixes, software patches, technical support, and updates to database targets as needed. Interested parties must submit a capability statement via email to Pearl Manning at pmanning@loc.gov and Arneen Dozier at adoz@loc.gov by 1:00 PM EDT on Thursday, May 7, 2026, though this notice explicitly states it is not a competitive solicitation. Service level agreements require the contractor to provide support during standard business hours (8:30 AM to 5:00 PM EST, Monday through Friday, excluding federal holidays) with a 24-business-hour response time commitment. While this is a notice of intent rather than a request for quotations, the government has reserved the right to determine whether to compete the requirement based on responses received. The NAICS classification for this procurement is Custom Computer Programming Services (541511), and the contract will be awarded on a firm-fixed-price basis.
