About this opportunity
The National Oceanic and Atmospheric Administration awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract to the University Corporation for Atmospheric Research (UCAR) on a sole-source basis, with an estimated maximum contract value of $70.729 million and a five-year period of performance from September 1, 2025 through August 31, 2030.
NOAA justifies the sole-source award under Title 41, U.S.C. 3304(a)(3) and FAR 6.302-3(a)(2)(ii), which permits non-competitive awards to establish or maintain essential engineering, research, or development capability at FFRDCs. UCAR administers the National Center for Atmospheric Research (NCAR), the nation's only Federally Funded Research and Development Center dedicated to atmospheric research. The justification emphasizes NCAR's exclusive status, supercomputing systems, experimental facilities, critical mass of scientific experts, and proprietary data accumulated over 16 years of collaboration with NOAA. NCAR is uniquely qualified to provide specialized research, development, testing and evaluation of numerical weather and climate models; analysis of weather and climate data sets and repositories; use of unique instrumentation and advanced research aircraft with data systems; and data repository and quality control services for NOAA experiments.
The contract will be used by NOAA's Oceanic and Atmospheric Research (OAR), National Weather Service (NWS), Office of Marine and Aviation Operations (OMAO), and National Environmental Satellite, Data and Information Services (NESDIS). Performance occurs at NCAR's facility in Boulder, Colorado. A Notice of Intent to Sole Source was published to SAM.gov on December 20, 2024, with no responses received by the December 30, 2024 closure date. Pricing is structured on a Firm-Fixed-Price basis only.
