About this opportunity
The U.S. Army Corps of Engineers Jacksonville District is soliciting Architect-Engineer (A-E) services for an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) to support geotechnical design, core drilling, laboratory testing, and related engineering services. The procuring agency will award this contract based on the Brooks Act (Public Law 92-582) selection process, which emphasizes demonstrated competence and qualifications as the primary evaluation criterion. Required services include geotechnical drilling and analysis, geophysical investigations and interpretations, seismic studies, engineering during construction support, and geotechnical and chemical laboratory testing for civil works projects, military projects, and other agency initiatives. The contract will be awarded to only the single firm deemed most highly qualified based on technical capabilities and experience, with evaluation focused on competence rather than price competition. The solicitation was posted on January 29, 2026, with a proposal due date of March 2, 2026.
This solicitation contains no set-aside designations and does not identify any incumbent contractors or current service providers. The contract will be structured as a one-year base period from the date of award with four optional one-year extension periods, though the total contract value is not specified in the available documentation. The geographic area of performance is primarily the Jacksonville District, encompassing Florida and Georgia, with secondary capability for work in other South Atlantic Division districts; the contractor retains the right to refuse orders outside the Jacksonville District area of responsibility. The place of performance is listed as 701 San Marco Boulevard, Jacksonville, Florida 32207. Services will be issued through negotiated firm-fixed price task orders under the indefinite delivery contract mechanism.
