The Contractor shall document best practices and develop case studies that include the tools that agencies are currently using, or have tried and subsequently modified or stopped using;
(2) To develop a work plan for the development and/or further refinement of tools that will address the needs and gaps identified; and
(3) To identify and develop open-source tools that are considered nearly ready for implementation and/or only needing slight modification from their existing version to enhance asset management in the context of emergency response (ER).
