About this opportunity

The U.S. Geological Survey Water Mission Area intends to award a non-competitive purchase order to In-Situ Inc. for In-Situ equipment repair, maintenance, calibration services, and repair parts, with an anticipated award date of September 20, 2026. This is a sole-source procurement: In-Situ is the proprietary manufacturer of the equipment and possesses the technical knowledge, drawings, patents, specialized tools, and proprietary knowledge required to perform these services. Other manufacturers lack access to the technical knowledge and patents necessary to properly repair and calibrate the equipment; market research did not identify any other authorized sources capable of providing the required services. Award to In-Situ will provide continuity of equipment and standardization of repair parts and components within the existing USGS infrastructure.

Performance location is Tuscaloosa, Alabama. The contract period runs one year from award with two option years thereafter. The firm fixed-price contract is non-competitive under Revolutionary FAR Overhaul 12.102(a); however, in accordance with RFO 5.101(c)(4)(vi), all responsible sources may submit a quotation for agency consideration, though this notice is informational only and not a request for competitive quotations.

NAICS code 811210 applies, with a $34 million size standard. Vendors must be registered at SAM.gov to be awarded. Responses should be emailed to Cynthia Nicanor at cynthia_nicanor@ios.doi.gov with reference 140G0126Q0239 in the subject line by September 2, 2026.

NON-COMPETITIVE/INTENT TO AWARD PRESOLICITATION NOTICE
The U.S. Geological Survey (USGS) Water Mission Area, Hydrologic Instrumentation Facility, intends to award a non-competitive purchase order to In-Situ Inc, located in Fort Collins, Colorado, for In-Situ equipment repair, maintenance, calibration services, and repair parts to be delivered to Tuscaloosa, Alabama for the period of one year from the date of award with two option years thereafter.
In-Situ Inc. is the only source reasonably available for this requirement because it is the proprietary manufacturer of the equipment to be maintained. Market research did not identify any other authorized sources capable of providing the required services. Award to In-Situ will also provide continuity of equipment and standardization of repair parts and components within the existing USGS infrastructure.
In accordance with Revolutionary FAR Overhaul (RFO) 5.101(c)(4)(vi), all responsible sources may submit a quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. Responses must be emailed to Cynthia Nicanor at cynthia_nicanor@ios.doi.gov. Reference 140G0126Q0239 in the subject line.
