About this opportunity
The Los Angeles District of the U.S. Army Corps of Engineers is soliciting proposals to lease retail space for an Armed Forces Career Center in the Phoenix-Anthem, Arizona area. The Government seeks to lease between 920 net and 1,400 gross square feet of existing Class A or B retail space within a defined geographic area bounded by West New River Road to the north, W Carefree Highway to the south, one mile west of Interstate 17 to the west, and North New River Road to the east. Key requirements include provision of both primary and secondary points of ingress/egress, lighted parking for three government-owned vehicles on a 24/7 basis plus additional parking for approximately four employee and visitor vehicles, full-service turnkey lease coverage of all operating costs, utilities, insurance, and maintenance, and 24-hour access to the space including weekends and federal holidays. Award will be made to the responsible offeror whose proposal represents the best value based on price factors (fully serviced lease rate and construction costs) and technical factors including location quality, neighborhood characteristics, accessibility, parking availability, building appearance, signage potential, floor plan efficiency, high-speed internet availability, and compatibility of adjacent businesses. Proposals are due by 5:00 p.m. MST on March 23, 2026, and should be submitted via email to Gregory F. Boniface at gregory.f.boniface@usace.army.mil or by mail to the USACE Real Estate Office in Phoenix.
This solicitation uses no set-aside designation and does not identify any current contractors or incumbents. The lease term shall not exceed five years with Government termination rights, and the fully serviced lease structure means the lessor will be responsible for all operating expenses, making the total contract value dependent on the specific rent and cost proposals submitted by offerors. The Government will consider the lease award subject to compliance with the National Environmental Policy Act (NEPA), environmental due diligence, historic preservation requirements, and applicable Federal, state, and local laws. The place of performance is the Phoenix, Arizona area within the specified Anthem delineated area, with mass transit accessibility within three walking blocks being highly desired. Respondents may include building owners or their authorized representatives, and representatives must submit documentation of exclusive right to represent the property owner, such as an exclusivity agreement, representation letter, or listing contract.
