About this opportunity
The Department of the Army Medical Command is procuring automated Immunohistochemistry (IHC) and In-situ Hybridization (ISH) slide staining platforms, antibody stains, reagents, and supplies to support the Anatomic Pathology mission at Madigan Army Medical Center in Tacoma, Washington. The contractor must provide two fully automated staining platforms capable of processing at least 80 slides per eight-hour shift and performing over 130 different stains, along with all peripheral equipment including computers, printers, barcode scanners, and backup systems. Key requirements include FDA-approved platforms with current software, comprehensive operator training for up to 8 staff members, 24/7 customer support, and complete maintenance services at no additional cost to the government. The evaluation will focus on technical capability demonstrating specific experience with IHC slide staining platforms, technical documentation showing platform capabilities, and relevant past performance. Following Amendment 1, the proposal deadline has been extended to August 11, 2025, and offerors may now submit alternate line items based on industry standard practices in lieu of the price-per-test structure.
This procurement is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed pricing and includes a Women-Owned Small Business (WOSB) set-aside designation under NAICS code 334516 with a 1,000 employee size standard. No current contractors or incumbents are specifically identified in the solicitation materials. The contract features a 120-month performance period from October 2025 to September 2030, with estimated annual testing volumes ranging from 2 to 425 tests per stain type and a total estimated quantity of 35,690 tests under one contract line item. The performance location is Joint Base Lewis McChord in Tacoma, Washington, where the contractor will be responsible for installation, validation, training, and ongoing maintenance of the staining platforms. Amendment 1 removed the separate maintenance contract line item and incorporated those costs into the monthly platform lease pricing, while also establishing IDIQ contract minimum and maximum amounts to be finalized at award based on the winning contractor's prices.

Update #2 · Latest ·
Amendment 1- This amendment posts offeror questions received and Government responses as well as amends the solicitation for the following:
1) Removes CLIN 0005 for maintenance. Maintenance costs as shown in the Statement of work shall be factored into the price of the monthly platform lease under CLIN 0001 as applicable.
2) Changes the quantity of CLIN 0004 to 35,690 to fix a clerical error and match appendix 1 of the PWS for estimated usage.
3) Adds FAR Provision 52.204-22, Alternate Line-Item Proposal, to allow offerors to submit a quote for alternate line items based on industry standard or unique business practices. In particular, the Government is willing to review one or more alternate line items in liew of CLIN 0004 for price per test so long as the proposed line items fully account for the estimated testing usage under appendix 1 and associated ancillaries, supplies, reagents and antibodies required for all testing.
4) Add the indefinite delivery indefinite quantity (IDIQ) contract minimum and maximum amounts, to be finalized at time of award based on awarded contract prices.
5) Extends the closing date to 11 August 2025.
