About this opportunity

The United States Property and Fiscal Office for Illinois, on behalf of the Illinois Army National Guard, is conducting a sources-sought market research effort to identify qualified small-business vendors for military uniform alterations and tailoring services, with responses due October 28, 2026. This procurement is set aside for small business and anticipates establishing either a Blanket Purchase Agreement for continuous regional needs, a firm-fixed-price Commercial Service Contract for large-scale unit events, or handling low-volume requests via Government Purchase Card micro-purchases.

Services will support Traditional Drilling (M-Day) enlisted Soldiers and authorized Active Guard Reserve (AGR) personnel across multiple state readiness centers and armories throughout Illinois. Work encompasses precise custom tailoring, fitting, and sewing modifications on Army uniforms, including Army Green Service Uniform coats, trousers, jackets, and insignia attachment. All work must strictly comply with Army Regulation 670-1 (Wear and Appearance of Army Uniforms) and AR 700-84 (Tables 13-1 and 13-2). Authorized alterations include sleeve lengthening/shortening, hemline adjustment, shoulder/collar/seam modifications, button realignment, female bust alterations, and sleeve ornamental and soutach attachment.

Government-funded alterations are authorized during the first 180 days of AGR active service, for enlisted grade promotions and lateral conversions, for fair wear and tear exchanges, and for certified medical weight variance, with alteration costs capped at current AAFES Exchange rates. The procurement is identified under NAICS 451130 (Tailoring/Alterations) and PSC S216 (Clothing Maintenance and Repair).
