About this opportunity
The Indian Health Service, operating under the Department of Health and Human Services, has issued a Special Notice of Intent to Award a sole source contract (IHS1520233) to Motorola for the procurement of dual radios and handheld communication devices. The contract is designated as an 8(a) Sole Source set-aside and was posted on January 29, 2026, with a response deadline of February 14, 2026. This notice announces the Government's intention to award a firm fixed-price purchase order to a single vendor based on the determination that only one responsible source is capable of fulfilling the requirements. The acquisition is valued at $69,502.83 and pertains to equipment and installation services for the Quentin N Burdick Memorial Healthcare Facility in Belcourt, North Dakota.
The primary objective of this procurement is to supply dual radios for ambulances and handheld radios for housekeeping staff at the specified healthcare facility, with a 60-day performance period following award. The contracting action pursues a waiver under FAR 6.302-1 to bypass competitive procurement, asserting that Motorola represents the only capable source due to the facility's existing statewide system standardization based on a previous state bid award. Responses to this notice must provide clear and convincing evidence that sole source contracting would be advantageous to the Government, cost-effective, and supportive of the agency's standardization mission objectives. The Government emphasizes that this is not a request for quotes or proposals, and information received will be evaluated to determine whether competitive procurement should be pursued. Interested parties must direct all questions or comments to Jody Keplin, Purchasing Agent, via email only at jody.keplin@ihs.gov, and the Government will not reimburse respondents for any costs incurred in providing information.
