About this opportunity
The Indian Health Service has awarded a sole-source contract to the Center for Nutrition and Health Impact (CHN) Nebraska for $596,200 on a firm-fixed-price basis to support the IHS Produce Prescription Pilot Program.
The justification cites CHN Nebraska's unique intellectual property and proprietary evaluation framework developed over five years and funded by a $31 million USDA grant (2019-70030-30415) specifically for produce prescription programs, combined with its established relationships with tribal organizations. Market research through a Sources Sought Notice posted August 5–14, 2026 identified two respondents; only CHN Nebraska demonstrated the required capabilities. A Notice of Intent to Sole Source was published August 17–27, 2026, with no additional responses received. The contracting officer determined that awarding to another vendor would result in at least $6 million in duplicated development costs and unacceptable delays, establishing CHN Nebraska as the only reasonably available source.
CHN Nebraska will provide specialized evaluation and program support services including designing and implementing an evaluation framework across multiple tribal sites; developing consistent data collection methods, tools, and definitions; conducting process and outcome evaluations; managing and analyzing program data; providing technical assistance and capacity building to P4 grantees; facilitating grantee meetings; coordinating nutrition security training; and disseminating findings to stakeholders. Services must address Tribal Institutional Review Board processes, data sovereignty, and data governance requirements. The 12-month base period began September 25, 2026 and is funded with X-year funds. The Division of Acquisition Policy, with Contracting Officer Natasha Bitsoi, executed the award.
