About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is seeking to procure Ignites On Demand Licensing through a sole source contract with The StayWell Co, LLC. This licensing provides customizable patient education software that has been in use across multiple VA facilities for several years, previously known as Krames on Demand. The procurement is being conducted under FAR 13.106-1(b)(1) as only one source is available to meet the government's requirements, with The StayWell Co, LLC being the original equipment manufacturer with no authorized distributors. The evaluation will be based solely on price by adding total line item prices including all options. Any potential offerors must submit responses to Leah Smith at leah.smith@va.gov no later than August 14, 2025, at 11:00 AM Pacific Time, with questions required 72 hours prior to the closing date.

This procurement does not utilize any set-aside designations and is unrestricted to all responsible sources. The StayWell Co, LLC, located at 800 Township Line Road, Yardley, PA, is the current incumbent and intended sole source contractor for this licensing requirement. The contract falls under NAICS code 513210 (Software Publishers) with a small business size standard of $47 million, though no specific award value is disclosed in the solicitation. The contract structure includes a base period from October 1, 2025, to September 30, 2026, with two option periods extending the total potential contract term through September 30, 2028. All deliveries will be made FOB destination to the VA Central California Health Care System in Fresno, California.

Notice text

This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(1), only one source being available to meet the Government’s need.  The contract is estimated for final completion by 9/30/2028.

The North American Industrial Classification System (NAICS) code for this procurement is 513210, Software Publishers, with a small business size standard of $47M.  The FSC/PSC is 7A21 – IT and Telecom – Business Application Software.

The Department of Veterans Affairs intends to solicit a firm fixed price contract for Ignites On Demand Licenses to THE STAYWELL CO, LLC, 800 TOWNSHIP LINE RD, YARDLEY, PA 19067-4237. There are no other sources that will satisfy agency requirements for the necessary items.

This requirement is for the continuation of licensing with The Staywell Co, LLC for Ignites On Demand Licenses, previously known as Krames on Demand.  This application has been in use for several years across multiple VA facilities and has been determined adequate in terms of providing customizable patient education in an expeditious manner.  This licensing is currently integrated into internal Tools Menus across VA applications and benefits from wide adoption by clinicians.  To remove and replace this access with an alternative product would require additional technical resources to upgrade menus and redirect to alternative software.  Patient safety impacts would be expected as usage of a new application would initially be lower while staff training and adoption was offered/encouraged.  Ignites On Demand has been deemed the most comprehensive option for patient education available at this time by Clinical and Educational Staff.  Per The Staywell Co, LLC, there are no authorized distributors of the licensing required.  Sales are direct through The Staywell Co, LLC as Original Equipment Manufacturers (OEM).

Any responsible source that feels it is capable in performing this requirement may submit a quote for the above listed items and describe and/or submit documentation to support your capabilities.  The response will be considered by the agency.  If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter from the OEM, dated within 18 months of the close of the solicitation.  Responses should be submitted to Leah Smith at leah.smith@va.gov no later than Thursday, August 14, 2025, at 11:00 AM Pacific Time to be considered. The Government will not pay for information submitted. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition.
