About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking a sole-source, firm fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for proof test machine calibration services at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS). The contract will specifically cover calibration and maintenance of two 600,000 lb. capacity horizontal and three 85,000 lb. capacity vertical proof test machines located in the SFS and GPS gear lobbies. Interested parties have until December 16, 2024, at 1 PM PST to submit written responses demonstrating their capabilities, with the government reserving the right to determine whether to proceed competitively or maintain the sole-source approach. Potential contractors must be registered in the System for Award Management (SAM) and can submit capability documentation via email to Contract Specialist Michael Rankins. The evaluation will focus on clear and convincing documentation that demonstrates technical background and experience supporting the specific calibration requirements.
The pre-solicitation notice indicates no specific set-aside designation, with Chant Engineering Co., Inc. being the original equipment manufacturer (OEM) and current preferred contractor for these calibration services. The proposed IDIQ contract is valued between $5,000 and $250,000, covering a five-year period from January 3, 2025, through 2029. The contract scope includes annual preventive maintenance reviews, software upgrades, and 24/7 technical support, with pricing detailed for both standard calibration services and potential additional maintenance repairs. Only OEM technicians or specific PSNS calibration lab employees are considered qualified to perform these specialized calibrations. The procurement will be processed through PSNS 740, with the contract addressing the unique requirements of maintaining precision testing equipment critical to the naval shipyard's operations.
