About this opportunity

The Department of the Interior's U.S. Geological Survey New England Water Science Center is seeking an Indefinite Delivery-Indefinite Quantity (IDIQ) contract for drilling services in coastal southeastern Massachusetts and Rhode Island. The primary objective is to collect aquifer sediment cores and install monitoring wells using direct-push and auger drilling methods in unconsolidated sandy deposits at depths typically less than 100 feet. The contract will support hydrogeology and groundwater resource studies, with evaluation criteria emphasizing contractor experience (minimum 5 years in drilling methods), equipment capabilities, past performance, and price. Non-price factors will be significantly more important in the evaluation process. The Request for Quotes (RFQ 140G0125Q0018) is scheduled to be posted on SAM.gov on December 12, 2024, with quotes due by January 10, 2025, and an anticipated contract award date of January 17, 2025.

The solicitation is a 100% small business set-aside under NAICS code 213115 with a small business size standard of $18.0 million. The IDIQ contract will have a 5-year period of performance from March 3, 2025 to January 2, 2030, with a maximum contract value of $350,000. Individual task orders will range from $2,500 to $25,000 and can last from one day to several weeks. The geographic performance area includes Barnstable, Bristol, and Plymouth Counties in Massachusetts and mainland Rhode Island counties. Contractors must provide all necessary drilling equipment and tools, with the USGS supplying well materials and arranging water access. Work will involve collecting sediment cores up to 80 feet deep using direct-push methods and up to 150 feet using auger drilling, along with installing 2-inch PVC monitoring wells and multilevel sampling wells.

Notice text

The Department of the Interior, U.S. Geological Survey, New England Water Science Center has a requirement for drilling services, using both direct-push and auger methods, to collect aquifer sediment cores and install monitoring wells in coastal southeastern Massachusetts and Rhode Island. Direct-push and auger drilling are suitable drilling methods for much of this work because the aquifers or parts of aquifers of greatest interest are unconsolidated sandy deposits, depths of investigation are mostly less than 100 feet below land surface, and minimal use of drilling fluids (potable water) is strongly preferred. The work will be part of several studies by the USGS of the hydrogeology and groundwater resources in unconsolidated sandy glacial aquifers and associated alluvium. Because the location, scope, and timing of the studies are uncertain, Indefinite Delivery-Indefinite Quantity (IDIQ) will be used to obtain the services. The IDIQ period of performance will be 5-years after date of award.

Please NOTE this is subject to Availability of Funds FAR 52.232-18.

Quotes are being requested under Request for Quotes (RFQ) 140G0125Q0018, which will be posted at SAM.gov on or about 12/12/2024. Interested vendors are responsible for monitoring the posting sites for the release of the RFQ and amendments (if any). Other project information is not available for release at this time. No further information regarding the project is currently available; further details will be provided in the RFQ when it is issued. Quotes will be due on/about 01/10/2025 (exact date/time to be provided in the RFQ). The NAICS code is 213115 with a small business size standard of $18.0 mil. This RFQ will be set aside for 100% small business. The anticipated award date of the contract is January 17, 2025.
