About this opportunity

The Centers for Medicare and Medicaid Services has awarded an eight-month extension to Omni Fed, LLC under GSA Multiple Award Schedule contract 47QTCA19D00FF, task order 75FCMC22F0004, for operations and maintenance of the CMS Identity Management System on a limited-source basis, with a total projected cost of $9.78 million.

The justification cites GSAR 538.7104-3(b)(iii)—economy and efficiency through logical follow-on—to maintain continuity of mission-critical services during active Identity, Credential, and Access Management modernization affecting approximately 90 applications in various migration stages. The IDM system provides enterprise authentication, identity proofing, access management, and application integration supporting more than 800 CMS applications. O&M services include Okta Identity as a Service with Multi-Factor Authentication, Experian Remote Identity Proofing, AWS cloud hosting and CI/CD pipeline operations, ongoing application onboarding and support, and security compliance with NIST 800-63, CMS Acceptable Risk Safeguards, and FISMA requirements. Omni Fed has performed these services since May 12, 2022, and received "Very Good" ratings in the most recent CPARS evaluation with 99.9% system availability. The Contracting Officer determined proposed rates are fair and reasonable, consistent with original competitively awarded rates. Performance period is September 12, 2026 through May 11, 2027. Place of performance is Gainesville, Virginia. Funding is drawn across multiple CMS appropriations including Federally-Facilitated Exchange, Medicaid Integrity Program, Federal Administration, Program Operations, Support Contracts, and Operational Support for fiscal year 2026. CMS is conducting a competitive procurement for follow-on services.
