About this opportunity
The Department of the Air Force has issued a Special Notice of Intent to Award a Sole Source Contract to ADACEL SYSTEMS, INC. for the acquisition of 75 additional Intelligent Communication Environment (ICE) Phraseology Trainer Licenses. The notice, published on March 27, 2025, outlines the government's plan to purchase these specialized software licenses through a non-competitive process, as permitted under Federal Acquisition Regulation (FAR) 13.106-1(b). The 81st Contracting Squadron is seeking these licenses to expand training capabilities for the 334th Training Squadron, which currently owns 150 existing ICE Phraseology Trainer Licenses. Adacel is identified as the sole manufacturer of these specific software licenses, justifying the sole source approach.
Interested contractors are invited to submit quotes or capability statements by 11:00 AM CST on April 2, 2025, via email to ian.smith.33@us.af.mil and kimberley.alvarez.1@us.af.mil. While this is a non-competitive award, the government will consider any quotes received before the specified deadline. The procurement is classified under the Software Publishers NAICS category (513210) and IT and Telecom Application Development Software PSC category (7A20). The government retains sole discretion to determine whether to compete the proposed contract based on responses received. The primary objective of this acquisition is to support increased student training and reduce washback rates by expanding the number of available software licenses. The Air Force plans to post a sources sought notice in the future to explore potential market competition for subsequent license acquisitions.
