Vendors must support design and implementation of an Agentic Software Factory comprising three layers: Enterprise Control Plane (portfolio governance and software factory infrastructure), Agentic Orchestration and Runtime Layer (AI and software agent coordination), and Independent Assurance Boundary (functional, integration, cybersecurity, and mission acceptance testing). Key requirements include Tier 0–3 support.
Current incumbent is Deloitte Consulting LLP under OASIS vehicle contract through March 19, 2028. ICE anticipates one-month transition-in and transition-out periods. All contractor personnel must comply with ICE personnel vetting requirements including U.S. citizenship and Public Trust Fitness Approval. No contract vehicle has been selected. ICE anticipates small business involvement but has not determined set-aside status. Government-furnished equipment, cloud access, and software licenses are anticipated. Selected vendors may be invited to one-on-one demonstration sessions. Responses submitted via Microsoft Form with optional two-page supplements emailed to OAQ-ITD-SD-requirements@ice.dhs.gov.
