About this opportunity
The Space Systems Command (SSC) is seeking industry responses for the demilitarization of Minuteman II Intercontinental Ballistic Missile (ICBM) SR-19 and M55 motors through a Sources Sought Synopsis. The primary objective is to collect detailed information on available solutions, methods, and vendor capabilities to perform complete motor demilitarization to 5X certification in accordance with Defense Logistics Agency requirements. Contractors will be expected to receive, store, and process MMII motors, handling components like Ammonium Perchlorate-laden water while ensuring compliance with local and federal environmental standards. Interested firms must submit a comprehensive Statement of Capabilities (SOC) addressing specific capability questions, including their experience with comparable projects, proposed execution approach, and technical readiness. The response deadline is June 12, 2025, at 12:00 pm Mountain Time, with submissions to be sent to Chad Johnson and Robert Robson via email.
The contract is not designated with a specific set-aside and anticipates a five-year performance period with potential extension to ten years. The government estimates a minimum of 12 motors annually will require demilitarization, with a maximum of 48 motors annually, targeting a total of 91 SR-19 motors and 87 M55 motors, with potential additional motors requiring processing. The M55 Stage I motor weighs approximately 54,000 lbs and is 25 feet long, constructed with D6AC Steel, while the SR-19 Stage II motor weighs around 15,000 lbs, is 14 feet long, and is made of 6AL-4V Titanium. Contractors must demonstrate the capability to handle one motor per week and be prepared to commence operations within twelve months of contract award. No government non-recurring expenses are expected, and the government will not reimburse costs associated with providing information in response to this synopsis.

GENERAL INFORMATION:
The Space Systems Command (SSC), Assured Access to Space (AATS), Small Launch and Targets Division (SSC/AAMX) manages the Rocket Systems Launch Program (RSLP). RSLP is requesting industry responses in the form of a “Statement of Capabilities” (SOC) for the wash out, or other demilitarization method, of Minuteman II ballistic missile motors. The expected period of performance of the contract is five (5) years with a possible option to extend for an additional five (5) years (10 years total). The expected time to start operations is requested to be included in your submitted SOC. No Government non-recurring expenses (NRE) are expected in your responses.
Objective: The goal of this RFI is to collect detailed information on available solutions, methods, technologies, and vendor capabilities to perform demilitarization of Minuteman II Intercontinental Ballistic Missiles (ICBM) SR-19 and M55 motors to 5X certification. The contractor will need to demilitarize removed components in accordance with (IAW) DoDI 4140.01 and 4160.28 Defense Logistics Agency requirements.
- The Government estimates a minimum of 12 motors annually will require demilitarization with a maximum of 48 motors annually until completion.
- Minimum of (91) ea. SR-19 motors and (87) ea. M55 motors will require demilitarization by wash out or other means. In addition, there are potentially up to an additional (41) SR19 and (63) M55 motors that will require demilitarization by wash out or other means.
The M55 Stage I motor is approximately 54K lbs., 25 ft. in length and the case consists of a D6AC Steel case. The SR-19 Stage II motor is approximately 15K lbs., 14 ft. in length and the case consists of 6AL-4V Titanium.
The type of work to be performed under this contract shall include but is not limited to:
Breakdown and/or wash out of Existing Rocket Motor Casings:
- Need contractor (KTR) to be able to “Receive and store MMII motors and components.”
- Validate motor breakdown and rubble processing with MMII Stages 1, 2 & 3 motors including handling the Ammonium Perchlorate (AP) laden water.
- Ensure all waste streams adhere to local and federal standards to limit exposure to the environment. Report work progress as required and submit required documentation to government agencies as directed.
SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS:
Please include a narrative to answer each of the following questions:
(1) Name of firm, address, point of contact, phone number, and email address.
(2) CAGE Code and DUNS number (if available).
(3) Does your company intend to submit a proposal for this project if and when it is formally advertised? What would make your company more or less likely to propose?
(4) Where are your firm’s facilities located?
(5) What is your firm’s capability to perform a contract of this complexity?:
- What is your company’s capability to break down stage I and II motors?
- What is your firm’s capability to perform demilitarization for stage I and II motors? By what method(s) are you capable of performing motor demilitarization?
- What is your experience with comparable work performed within the past ten (10) years:
- Provide a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; no more than 3 examples of projects performed for review.
- What is your proposed approach for the execution of the contract including sequencing and the identification of any impediments for execution (including the de-confliction of any conflicts of interest)?
- What is your estimated Rough order of Magnitude (ROM) for the work to complete
- What is your ability to accept motors from a military Missile Transporter (MT)?
- Are you able to start operations within twelve months of contract award?
- What is your ability to prepare motors from a fully assembled asset to wash out ready, or other demilitarization method?
- Does your firm have the capacity to handle a throughput of one motor per week? What is the maximum throughput you could support?
- Explain what new or upgraded equipment your company would need to procure, modify, or install in order to perform MMII demil. How long would this take to accomplish?
*Please note, answers will be shared with RSLP support contractors with non-disclosure agreements to aid in the acquisition strategy process. They will have no vested authorities in the process.
