About this opportunity

The United States Coast Guard (USCG) issued a Sole Source Justification Notice on March 24, 2026, for the procurement of ICAN software Investment Protection (IP) including maintenance, updates, technical support, and Help Desk services for the DataSwitch and Maestro applications supporting the Nationwide Automatic Identification System (NAIS) project. The justification for sole source procurement is based on ICAN, Inc.'s exclusive ownership of the proprietary source code for these applications, making it legally impossible for any other contractor to provide the required maintenance and upgrades; additionally, market research via a Request for Information released in October 2025 yielded four vendor responses, all deemed technically unacceptable due to their inability to obtain access to the necessary proprietary code and lack of authorization as ICAN resellers. The contract was awarded to an unknown vendor on March 4, 2026, with a contract period extending from April 1, 2026, through March 31, 2031, consisting of a 12-month base period and four optional 12-month renewal periods, though both the awarded vendor name and total contract value remain redacted in the published documentation. Alternative software solutions were determined infeasible due to specific requirements for National Marine Electronics Association (NMEA) protocols and real-time testing capabilities that are incompatible with existing system architecture. This procurement was authorized under 10 U.S.C. § 3204(a)(1) through FAR 6.103-1(b), which permits sole source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements.

Notice text

USCG has a need to procure ICAN software Investment Protection (IP) for software
applications Data Switch and Maestro to support the Nationwide Automatic
Identification System (NAIS) project. In December 2009, Northrop Grumman Space
and Mission Systems of Herndon, VA, was awarded Contract HSCG23-09-C-ADP001
to initiate the NAIS program. ICAN’s software was part of the software incorporated
under the NAIS project. The USCG accepted the ICAN software at that time. For the
past sixteen (16) years, USCG has maintained and upgraded the ICAN software as part
of the NAIS project.

Awarded contract 70Z0G326POIPL0003 to unknown vendor for unknown amount on 2026-03-04.
