About this opportunity
The Naval Air Warfare Center Weapons Division is seeking to procure six IAR Embedded Workbench for Arm Mobile licenses (EWARM-MB-REI) through a sole source procurement from IAR Systems Software Inc., with competition limited to authorized distributors. This solicitation is issued on a firm fixed-price basis and incorporates Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses by reference. Key contract requirements include delivery of the licenses to Naval Air Warfare Center Weapons Division in China Lake, California, between March 16, 2026, and October 31, 2026, with each license providing an Integrated Development Environment with compilers, debuggers, RTOS plugins, 12 months of IAR Embedded Academy access, and 12 months of Support and Update Agreement. The government will evaluate proposals based on price, delivery date, capability statement, proof of authorized distributorship, and will make award without discussion. The offer due date is March 16, 2026, at 4:00 PM local time, and interested parties should contact Contracting Officer Donell Sims at (760) 793-3229 or donell.e.duenassims.civ@us.navy.mil for additional information.
This procurement is designated as a Women-Owned Small Business (WOSB) set-aside, with IAR Systems Software Inc. identified as the sole source manufacturer and incumbent contractor. The solicitation does not specify an award value or budget range in the available documentation. The requirement encompasses six line items, each for one IAR Embedded Workbench license with different license numbers, representing a total of six software licenses. The contract period of performance extends from October 31, 2025, through October 31, 2026, with delivery required within the specified window. All responsible sources must maintain an active registration in the System for Award Management (SAM) database, including a notarized letter identifying the authorized Entity Administrator within 30 days of registration or registration update, as the government cannot award to entities without active SAM status.
