About this opportunity

The Internal Revenue Service (IRS) Criminal Investigation (CI) division is seeking to procure 130 concurrent user licenses for i2 Analyst's Notebook software through a firm fixed-price contract. The procurement will cover a base year and four one-year option periods, running from 5/1/2025 to 4/30/2030. This specialized software enables law enforcement professionals to create evidence-driven knowledge graphs that visually represent relationships between suspects and criminal networks, which is critical for building comprehensive case files and collaborating with other federal agencies. The solicitation (Number 2023H2-25-Q-00026) will use a lowest price technically acceptable (LPTA) evaluation methodology, with quotes due by 12:00 PM EST on 4/29/2025. Offerors must provide documentation proving they are authorized i2 resellers and meet all specified technical and administrative requirements, including compliance with Section 508 accessibility standards.

The contract is 100% set aside for small businesses, specifically targeting companies with the North American Industry Classification System (NAICS) code 541519 and a size standard of $30 million. Potential resellers identified in market research include New Tech Solutions, BahFed, and Enterprise Technology Solutions. The total contract value is approximately $2.4 million, with costs escalating from $400,010 in the base year to $585,654.64 in the final optional year. The place of performance is located in Dayton, OH 45402. The software's proprietary file format (.anb, .anx, and .ant) and its widespread use among federal law enforcement agencies like DOJ and DHS make it a unique and essential tool for the IRS Criminal Investigation division's data analysis and investigative capabilities.

Software with a firm fixed price (FFP) a Base Year (BY) plus four Option Year (OY) contract.
i2 enables law enforcement professionals to create evidence-driven knowledge graphs. This
allows for the visual representation of relationships between suspects and other people of
organization in their criminal networks. By using i2 technology, investigators can build
comprehensive case files and uncover critical information that may otherwise remain hidden.
Without I2 Analyst Notebook CI will have reduced capacity to analyze data using knowledge
graphs. In addition, CI will have reduced capacity collaborating with other Federal Law
Enforcement that use i2 and i2 files.
While there are numerous tools that can produce knowledge graphs, i2 is common place in
Federal Law Enforcement. Numerous partners in DOJ, DHS and other agencies build large
case files using i2. In order to collaborate on this cases CI must also have i2. i2 Files have a
propreitary format than can not be modiifed with other software.
