About this opportunity
The U.S. Forest Service issued a sole-source pre-solicitation notice on May 28, 2026, announcing its intent to award a non-competitive contract for approximately 2,932 Western Swordferns in 1-gallon pots to support the I-90 Snoqualmie Pass East Restoration Project near Snoqualmie Pass, Washington, with capability statements due by 10:00 AM Pacific Time on June 12, 2026. The acquisition is set aside for small business and justified under 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) on the grounds that only one responsible source can satisfy agency requirements for genetically appropriate plant material.
The ferns are required for native ecosystem restoration and must be genetically appropriate to the Upper Yakima biotype. The justification identifies specialized expertise in producing high-quality native ferns from spores as the critical capability; market research confirms other Washington native plant nurseries lack the necessary equipment, skills, and capacity to meet the quantity and quality requirements.
All responsible sources may submit a capability statement addressing skills and knowledge required to provide the material. Submissions must include business name, point of contact, CAGE Code, DUNS number, small business designation if applicable, and a statement of capability. Responses are electronic only, submitted to kevin.flores@usda.gov. No formal solicitation will be posted. If no affirmative written responses are received by the deadline, an award will be made without further notice. The NAICS code is 115310 (Support Activities for Forestry) with a $114.5 million size standard.
