About this opportunity
Naval Air Systems Command seeks procurement and installation of a remanufactured Hyster Perkins H280HD transmission (Serial G007E01975B) for a 28,000-pound forklift, with quotations due August 6. The procurement is set aside as 100% Women-Owned Small Business (WOSB) with a size standard of $12.5 million.
Work is performed at Norfolk Naval Shipyard, Portsmouth, Virginia and Naval Station Norfolk, Norfolk, Virginia. The contractor must transport the inoperable forklift from Norfolk Naval Shipyard to its facility, remove and replace the transmission with a remanufactured unit, test to OEM specifications, and deliver the operational forklift to Fleet Readiness Center Mid-Atlantic Voyage Repair Team at Norfolk, Virginia within 60 calendar days of contract award (delivery by October 23). The procurement is conducted under FAR Part 12 as a firm fixed price commercial contract, with a government-furnished forklift valued at $300,000.
The sole source justification, approved July 16, establishes that only Hyster Perkins brand transmissions are compatible with this model due to integrated engineering specifications including unique serial numbers, specialized torque converters, planetary gear systems, and hydraulic demands specific to the H280HD; generic substitutions and aftermarket alternatives are not feasible. The contractor must provide a Certificate of Conformance upon shipment, furnish standard commercial warranty coverage at no cost to the government, and report remanufactured transmission deliveries with DoD unique item identification per DFARS 252.211-7003. Proposals must include two volumes: Technical Proposal (addressing OEM compliance, transportation and logistics plan, and performance schedule) and Price Proposal. Payment processes through Wide Area WorkFlow (WAWF).
