About this opportunity

The Department of the Army Corps of Engineers, specifically the Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), is seeking to procure one hyperspectral imaging system with shortwave-infrared capabilities through a request for quote (RFQ). The solicitation is being issued under Federal Acquisition Regulation (FAR) Parts 12 and 13, utilizing streamlined procedures for commercial items. Key technical requirements include a SWIR imaging system with an IP rating of 52 or greater, operating temperature range of -20 to +40 degrees Celsius, a 40-degree field-of-view, spectral range of 1.0-2.5 micrometers, over 200 spectral channels, and 600+ spatial pixels. The government will evaluate all quotes based on technical compliance and price, with the intent to award to the lowest-priced technically acceptable offeror. Quotes must be submitted electronically by 1400 hours CST on May 7, 2025, and all offerors are required to be registered in the System for Award Management (SAM) prior to the response date.

The solicitation is exclusively set aside for small businesses within the NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees. The place of performance will be located in Hanover, New Hampshire, where the hyperspectral imaging system will support sub-surface soil abnormality and environmental phenomenology studies in extreme environmental conditions. While no specific contract value is mentioned, the government reserves the right to award a single purchase order or make no award at all, depending on the quality of quotes received and the fairness of pricing. The system is expected to be used for data collection from static and ground-based vehicles. Vendors are advised that they will bear all costs associated with preparing and submitting a quote, and the government assumes no legal liability for these preparation expenses.
