Technical objectives include developing and evaluating new data collection capabilities for SkyRange, supporting SkyRange CONOPS development, providing capability to address emerging requirements, and delivering technical and programmatic support to SkyRange prototype evaluation and operation. Place of performance is Solana Beach, California. The award was made under unrestricted competition (no set-aside). Upon successful completion and Government validation and acceptance, the Army anticipates awarding a follow-on production effort via contract or transaction without competitive procedures to the participants in this prototype project.

Notice text

On 3 September 2026, in accordance with 10 U.S. Code § 4022, the Army Contracting Command – Aberdeen Proving Ground Orlando Division has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator II (TReX II) for the Hypersonic Flight Test Support Enhancements (HFTSE) Prototype Project. The prototype project was awarded to Advanced Technology International, Inc. (ATI) as the managing prime to AEVEX Aerospace LLC located in Solana Beach, California. The total value of this prototype project, if all milestones are exercised, is $93,287,903.34. This prototype project, directed by the Test Resource Management Center (TRMC), will provide agile and flexible flight test support to the Office of the Undersecretary of War (OUSW) TRMC in development and evaluation of prototype data collection systems, flight test concept of operations (CONOPS) and capabilities, by integrating aircraft with novel sensors to meet hypersonic flight test needs.

The Performer’s technical objectives are to develop and evaluate new and emerging data collection capabilities for employment on SkyRange, support SkyRange CONOPS development, provide agile and flexible capability to address emerging SkyRange requirements, and provide technical and programmatic support to SkyRange prototype evaluation and operation.

Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. Successful completion will occur when the prototypes have been validated and are accepted by the Government. Further, the government reserves the right to determine part, or all of the prototype project is successfully completed if the vendor shows a particularly favorable or unexpected result justifying the transition to production.

Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.

Awarded contract W900KK-23-9-0001 to ADVANCED TECHNOLOGY INTERNATIONAL for 93287903.34 on 2026-09-03.
